When you are answering the Terms of Service questionnaire, you will be asked whether you will issue refunds to your customers for any reason. You should select "yes" as your answer if you will issue refunds if a customer asks for one, without the customer needing to meet any conditions. You should answer "no" to this question if the customer needs to meet certain conditions to qualify for a refund (e.g. customer must have the receipt).
